Presidential Police-reform Executive Order Signed.

Andre Locke, as a teenager, was a key member of the Explosonic Rockers Street Jazz Theatrical Troupe, predecessor of the MWAH! Performing Arts Troupe.

The executive order, which was signed by President Joe Biden, mostly covers federal law-enforcement officers, but it has provisions affecting law enforcement of various jurisdictions throughout the U.S., such as the banning of the use of chokeholds and of putting pressure on carotid arteries as ways to subdue people.

The order also calls for establishing a National Law Enforcement Accountability Data Base, which would track records of local and Federal police misconduct as well as commendations and awards.

George Floyd died in 2020 from excessive pressure on his neck by a Minneapolis police officer's knee.  Amir Locke died from fatal rounds fired by Minneapolis police officer Mark Hanneman.

Amir Locke, Andre's son, died February 2, 2022 at the age of 22 when Minneapolis police officers burst into an apartment without warning and without a warrant for Amir, shooting him three times, including twice in the chest, as he lay sleeping on a couch.  

Attorney Ben Crump later appeared at a news conference with Amir's parents and vowed that he would seek justice for Amir's death, as well for other police shootings - in Minneapolis and beyond.
